On xxxxxxx.de the problem is solved like that:
If you drop or you do not do anything for a certain time, you lose. Normally set to 10 minutes, but in several games you can determinte the time yourself. "Clock" as an option. Compared to a real life chess game. For example you set the clock to 10 minutes, your time counts down when it's your turn and you do not play (no matter if you either drop or just sit there to bore the other player).
If you do so in BSW, you have to change the way of rejoining after loss of connection. The other players should not be asked to /accept anymore if the original player comes back. (Otherwise you could beam your opponent away and /refuse his coming back to win after his time is elapsed).
To prevent players to misuse that (for recieving resources in a fast way), the minimum "clock" time should be set to the average time of the game. i.e. a dog game takes 25 mins in average, so the clock should not be able to be set lower than 25 minutes.
