Shouldn't they have happened by now? it's 11pm on the 30th here in England, so it's now officially May in Germany (where the server is), and yet nothing seems to have happened, in 2 towns that I am expecting there to be a new mayor (including mine).

Any ideas?

Town council salaries and elections are linked to the stock market opening. As it did not open today due to the delayed changes, salaries didn't get paid and officials weren't elected (or at least the results not announced yet). ARMistice will try to take care of it this evening.. He apologizes for the delay.
