The commander always starts choosing the orders and then everyone takes turns choosing an order by clicking on it. (Here Mik has already taken the blue 8 which also has to be completed as the first order, and ARMistice has taken the yellow 8 which has to be completed as the 3 order. see below)
In some missions there are order tiles on the order cards that define additional requirements.
Here the orders must be completed in a specific order. The (1) must be done first, the (2) second, etc.
