The Northern Ireland Civil Service (NICS) has implemented common services for a number of departments and functions. For example, IT Assist (ICT Shared Service Center) provides common infrastructure and office services to NICS staff in the office, at home or as part of mobile work.  There are two arguments in favor of service sharing: The „minus a common resource“ argument and the „efficiency through industrialization“ argument. The first is „obvious“: if you have fewer managers, IT systems, buildings, etc.; If you use fewer resources, costs will be reduced. The second argument is „efficiency through industrialization.“ This argument assumes that efficiency gains result from specialization and standardization, which leads to the creation of „front“ and „back“ offices. The typical method is to simplify, standardize and then centralize, using an IT „solution“ as a means. There are reports of UK government shared service centres that are not making any savings, such as the Department for Transport`s project, which parliament`s Public Accounts Committee described as „astonishing incompetence“.  Another important tip for creating a shared services contract is the use of easy-to-understand language. It is not necessary for a draft treaty to counter detailed disputes in order to be upheld in court. Use simple language that could be understood by a CM2 student. As long as the terms and languages used in the agreement describe the terms and clauses of the agreement, do not complicate things.
You`ll find another good example of a well-made agreement on shared services in Google`s Terms of Service. The private sector has been moving towards shared services since the early 1980s. Large organizations such as BBC, BP, Bristol Myers Squibb, Ford, GE, HP, Pfizer, Rolls-Royce, ArcelorMittal and SAP operate them with great success. According to the English Institute of Chartered Accountants, more than 30 percent of U.S. Fortune 500 companies have set up a shared services center and report savings of up to 46 percent in their general accounting functions. The Government of Canada established Shared Services Canada on August 4, 2011 to consolidate its data centres, networks and e-mail systems.  This follows a trend towards the centralization of computer services followed by the provinces of British Columbia, Quebec and Ontario, as well as by the federal government of the United States of America and some states such as Texas. PriceWaterhouseCoopers recommended the integration of government data centers in a report published by Public Works and Government Services Canada in December 2011.  It is important to remember that the more flexibly you give your agreement, the more versatile the agreement will be. Don`t be too narrow and specific when drawing up the agreement.
For example, you do not need to limit certain types of devices used or the specific services you agree to provide. An agreement that is too specific locks you in and puts you in the narrowness to respect the specific conditions. If you want to release services that were not taken into account when creating the agreement, you cling to the restrictions already designed. In the Republic of Ireland, the health service has been reorganised at national level by a number of regional health authorities into a single national structure, the Health Services Executive. Within this structure, there will be a national shared services organisation based on the model developed by the former Eastern Health Services, where procurement, HR, financing and ICT services have been provided to health authorities in the eastern region of Ireland on a business-to-business basis. . . .
