International investors try to gain the largest influence in Europe. With their investments they control the policies of the six largest European nations during pre World War I times. These nations build factories, build naval fleets and establish armies. They expand, declair war and levy taxes, in order to pay interest to the investors .

Players act as international investors and at the beginning of the game control at least one great nation. Through the issuing of bonds, the control of these nations will change,as do the number of nations an investor controls. This change in the European powers is a rollercoaster ride leads to differing game situations, strategic alliances and conflicts.
